Resolved, That the 1994 General Convention of the Episcopal Church declare reprehensible the widespread racist and unjust treatment of immigrants that has become a convenient theme of current political discourse; and be it further

Resolved, That provinces and dioceses develop programs of literacy, citizenship, voter registration and advocacy to counteract violations of civil rights.

Resolved, the House of Bishops concurring, That the 1994 General Convention of the Episcopal Church finds reprehensible the widespread immigrant "bashing" that has become a convenient theme of current political discourse; and be it further

Resolved, That provinces and dioceses develop programs of literacy, citizenship, voter registration and advocacy to counteract this violation of civil rights.

Proposed Committee Substitute:

Resolved, the House of Bishops concurring, That the 1994 General Convention of the Episcopal Church declare reprehensible the widespread racist and unjust treatment of immigrants that has become a convenient theme of current political discourse; and be it further

Resolved, That provinces and dioceses develop programs of literacy, citizenship, voter registration and advocacy to counteract violations of civil rights; and be it further

Resolved, That this 71st General Convention enjoin all church people to oppose initiatives and laws which penalize undocumented and immigrant workers and also deny their foreign and U.S. born children the right to public health and educational opportunity.

Deputy Hayes of Southeastern Mexico moved to divide the third resolved from the first two resolveds.
