Resolved, That the 70th General Convention of the Episcopal Church acknowledge the progress being made toward establishing an electoral process in El Salvador that will lead to an effective expression of the political will of the people of that country; and be it further

Resolved, That the President and Congress of the United States in deliberating on aid to the government of El Salvador be urged to require that the armies and forces of all factions in El Salvador be brought fully under civilian control through the electoral and budget processes in that country.
