Resolved, the House of Bishops concurring, That the 71st General Convention of the Episcopal Church urges all State Legislatures considering "moment of silence" statutes for public schools to assure Constitutional balance in their treatment of this issue by carefully considering the First Amendment's Free Exercise clause as well as its Establishment clause.
