Resolved, That this Executive Council adopt and promote the 12-Point Program for the Prevention of Torture as advanced by Amnesty International; and be it further

Resolved, That this Executive Council call upon the President and the Congress of the United States to commit this nation to the abolishment of torture worldwide, and to work for its abolition; and be it further

Resolved, That the Secretary be instructed to communicate this action to the President, the leaders of Congress and other appropriate national leaders.
