Matthew Costigan Named Council Treasurer

DENVER, Colo. -- Mr. Matthew Costigan was elected treasurer of the Executive Council and of the Domestic and Foreign Missionary Society of the Protestant Episcopal Church in the U.S.A., at the Council's quarterly meeting here May 14-15. He was nominated to the Council by the Rt. Rev. John M. Allin, President of the Council and Presiding Bishop of the Episcopal Church.

Mr. Costigan will assume his new post August 1, when Dr. Lindley M. Franklin, Jr., retires after 29 years as assistant treasurer and treasurer of the Society and Council. Mr. Costigan has served as assistant treasurer of the Council and Society since 1966, after 11 years as assistant controller and controller.

Mr. Costigan is recognized as a specialist in the field of fund accounting as it relates to religious organizations, especially the Episcopal Church. He has conducted annual seminars on financial management for diocesan leaders and parish treasurers. He has also been a consultant to the aided dioceses of Coalition 14 and serves in many capacities on boards of church-related organizations.

He has written manuals for dioceses and parishes on financial management.

Born June 28, 1924, he received his education in accounting and business administration at the School of Commerce, Accounts and Finance, New York University. His specialized education has been in the fields of money management, electronic data processing, statistical research, and financial trends.

During World War II Mr. Costigan served with the U. S. Navy in the Pacific area for three and a half years.

He is married to Mary Bailey and they have two children. They are communicants of St. Mark's Episcopal Church, Teaneck, N.J.

The Council also confirmed Bishop Allin's appointment of Mr. Louis Gill as assistant treasurer, effective June 1. A native of Madison, N. J., Mr. Gill has been on the Council staff in the finance department since 1959.
