The House of Deputies Committee on National and International Concerns presented its Report #20 on Resolution D030 (Funding Regional Ministry vs Political Advocacy) and moved the resolution, recommending rejection.

Original Text of Resolution:

(D030)

Resolved, the House of Bishops concurring, That the 74th General Convention request the Executive Council, the Program, Budget and Finance Committee, and the Treasurer to reduce funding of the Washington office and staff to under $200,000 per year and to appropriate such funds in the manner set forth below; and be it further

Resolved, That these funds shall be used to provide members with "Action Alerts" on pending legislation, to respond to requests for information, and to publish internet resources to support grassroots political advocacy; and be it further

Resolved, That the resources saved through this action be offered to each of the nine Provinces of ECUSA and distributed annually in equal shares to those Provinces that accept this offer and agree to the conditions for their use; and be it further

Resolved, That the resources shall be used to provide "matching funds" for ministries chosen through a challenge process in each Province which shall include the review of diocesan as well as regional opportunities; and be it further

Resolved, That the ministries funded through this process shall be accountable to the sponsoring Provincial leadership, and each Province shall provide a report back to the next General Convention that includes a description of the distribution of funds as well as the ministry that was provided; and be it further

Resolved, That each Province, with the assistance of the Church Center staff, shall provide reports during the triennium to the membership through web pages and online bulletin boards that outline the challenge process, the ministry opportunities considered, and the allocation of funds; and be it further

Resolved, That the General Convention request the Joint Standing Committee on Program, Budget and Finance to consider the budget ramifications of this resolution.
