Bishop Ottley Appointed Anglican Observer at UN. Bishop James Ottley of Panama (left) has been appointed to serve as Anglican Observer at the United Nations, beginning in November. He succeeds Bishop Sir Paul Reeves who has returned to New Zealand. Active in international affairs, he is shown at the 1990 Anglican Consultative Council meeting in Wales where he served as coopted staff, consulting with the Rev.
