Resolved, the House of Bishops concurring, That this 67th General Convention urges the governments of both the United States and the Soviet Union to adopt a policy of no first use of nuclear weapons; and directs the Secretary of this Convention to communicate this to the President of the United States, members of Congress, and the President of the USSR.

The Committee recommended that the resolution be adopted without amendment.

Debate followed.

Deputy Wainwright, of Rochester, moved that debate on this issue be postponed until the House heard the report on Peace, and that all resolutions on this subject be heard at that time.

On the eighth day, the Bishop of Ohio, Chairman of the Committee on National and International Affairs [sic], moved to concur with HD Message #70 (D-31).

Seconded by the Bishop of the Rio Grande.

The Bishop of Texas moved to amend D-31.

Proposed Amendment:

Substitute the words "offensive nuclear strike" in place of "use of nuclear weapons."

Seconded by the Bishop of Chicago.
