Resolved, That the 68th General Convention refers to parishes, dioceses, and provinces of this Church for critical study and reflection, the report of the Joint Commission on Peace on deterrence made to the House of Bishops meeting in 1984, and the statement on deterrence approved in substance by the World Council of Churches at its meeting in the Summer of 1983 in Vancouver, the Diocese of Washington's study entitled "The Nuclear Dilemma," and the 1983 Roman Catholic Bishops' Letter entitled "The Challenge of Peace, God's Promise and Our Response."

Resolved, the House of Bishops concurring, That the 68th General Convention refers to parishes, dioceses, and provinces of this Church for critical study and reflection the report of the Joint Commission on Peace on deterrence made to the House of Bishops meeting in 1984, and the statement on deterrence approved in substance by the World Council of Churches at its meeting in the Summer of 1983 in Vancouver.

Deputy Woodard of Washington suggested an amendment to A128.

Proposed Amendment:

Add the words "and the Diocese of Washington's study entitled 'The Nuclear Dilemma,'" following the word "Vancouver."

The amendment was accepted by the Committee.

The following message was received from the House of Deputies:

HD Message #82: A128 Amended (Refer the Report of the Joint Commission Presented to the House of Bishops Meeting in 1984 and the Report of the World Council of Churches Meeting in 1983 for Further Study).

The Bishop of Texas moved an amendment.

Proposed Amendment:

Substitute "and the 1983 Roman Catholic Bishops' Letter entitled 'The Challenge of Peace, God's Promise and Our Response,'" for the words "and the statement on deterrence approved in substance by the World Council of Churches at its meeting in the summer of 1983 in Vancouver."

Seconded by Bishop Gooden.

The Bishop of Indianapolis moved an amendment.

Proposed Amendment:

Retain the World Council of Churches statement.

Seconded by the Bishop of Pennsylvania.

Therefore the vote will be to insert the Roman Catholic statement.

Motion carried

The vote was then called on the motion to delete the World Council of Churches statement.

Motion defeated

Bishop Campbell moved reconsideration.

Seconded by the Assistant Bishop of Ohio.

The motion to reconsider failed by a vote of 78 to 49.

Motion to concur with Amendment carried.

The Secretary announced that the House of Bishops Message #109 informs the House of Deputies that the House of Bishops has concurred with A128a (Study Report of Joint Commission), with amendment.

The President appointed the Rev. Canon Kermit Lloyd and the Rev. Canon George Regas as a Committee of Conference on A128a to the House of Bishops.
