Resolved, That the leadership of the U.S.A. and the U.S.S.R. be urged to continue their recent success in the reduction of nuclear weapons and to use all funds saved from that and all future disarmament agreements to minister to the social and human needs in their respective countries and, in no event, use the funds for other weapons or instruments of war.

Whereas, national interest has been the primary motivation for foreign aide; and

Whereas, it would appear that we are on the brink of significant breakthroughs in the reduction of nuclear weapons on a mutually verifiable basis; and

Whereas, great claims already exist in both the U.S.S.R. and the U.S.A. on the potential savings that should result from such reductions; and

Whereas, both countries are suffering significant domestic dislocation due to arms race expenditures; and

Whereas, great need exists, both domestically and internationally for social and human development; and

Whereas, strides toward peace should be coupled with strides toward justice; therefore be it

Resolved, the House of Bishops concurring, That the Presiding Bishop call upon the current leadership of the U.S.A. and the U.S.S.R. and the Presidential candidates, to consider the establishment of a mutually verifiable Peace and Justice Fund for World Development, said fund to be comprised of a commitment of fifty percent of the savings realized from disarmament, and it would be understood that one half of this amount would be used for domestic development, and one half would be jointly administered for world development; and be it further

Resolved, That the Presiding Bishop send this proposal to all candidates for Congress; and be it further

Resolved, That the Presiding Bishop call upon Church leaders throughout this country and the world to join in the request that such a Fund be established; and be it further

Resolved, That the appropriate international agencies dealing with issues of development be called upon to create a list of potential projects for consideration.
