Resolved, That this 69th General Convention of the Episcopal Church condemn all hate crimes; and be it further

Resolved, that this Convention express its support for HR 3193 without amendment and instruct the Washington Office to work for implementation of the bill.

Whereas, the incidence of hate crimes (crimes which manifest prejudice based on race, religion, sexual orientation, or ethnicity) has increased during this decade to an estimated rate of one a day, and there is currently no federal reporting system for such crimes; and

Whereas, the Hate Crimes Bill (HR 3193) sponsored by Representative John Conyers of Michigan would "provide for the acquisition and publication of data about crimes that magnify prejudice based on race, religion, sexual orientation, or ethnicity" has been subject to attempts to weaken it with amendments; therefore be it

Resolved, the House of Bishops concurring, That this 69th General Convention of the Episcopal Church condemn all hate crimes; and be it further

Resolved, that this Convention express its support for HR 3193 without amendment and instruct the Washington Office to work for implementation of the bill.
