Whereas, The mechanisms of understanding, regulations and model for autonomy in the Caribbean Region have not been achieved in their entirety, nor are all the Dioceses presently involved in the process; and

Whereas, The minimum requirements for achieving autonomy have not been properly met by the individual Dioceses presently in the process of structuring their own regionalization with the view to autonomy; and

Whereas, The process of autonomy cannot be embarked upon lightly; rather it requires serious consideration of the duties involved as well as the obligations to which we are committing ourselves; therefore be it

Resolved, the House of Bishops concurring, That the 71st General Convention of the Episcopal Church in the United States of America (ECUSA) extend the trial period of the Caribbean Region Dioceses, Dominican Republic, and Haiti by three (3) years, for them to join the Autonomous Dioceses of Cuba and Puerto Rico to become a Province within the Anglican Communion.

Committee requested that the Diocese of Haiti be added to the names of the originators of C039.

The request was granted.

A vote was taken on C039, as amended.
