Resolved, That the 71st General Convention of the Episcopal Church urges all State Legislatures considering "moment of silence" statutes for public schools to assure Constitutional balance in their treatment of this issue by carefully considering the First Amendment's Free Exercise clause as well as its Establishment clause.

Resolved, the House of Bishops concurring, That the 71st General Convention of the Episcopal Church hereby expresses its support for the states that have taken action in their legislative bodies to allow prayer, or time for silent reflection, in public schools; and be it further
Resolved, That we encourage other state legislative bodies who consider following similar action.
