Resolved, the House of Bishops concurring, That to promote justice and hearing for victims/survivors of sexual misconduct, their families, and congregations, the 71st General Convention of the Episcopal Church respectfully urge the Church Pension Fund to give serious and prayerful consideration to redesignating $10 million of the $50 million clergy wellness initiative to establish a fund to financially assist those who have been harmed, both lay and ordained, to consult with the Office of Pastoral Development and the Committee on Sexual Exploitation, and to report to the Executive Council in 1995, and to the 72nd General Convention.

Committee No. 18 on the Church Pension Fund presented its Report #10 on Resolution D120 (Victims Assistance Fund) and moved the resolution, recommending rejection.

Deputy Jennings of Ohio moved a substitute to D120.

Proposed Substitute:

Resolved, the House of Bishops concurring, That to promote healing and wellness for male and female members of the clergy who are victims of sexual misconduct by other members of the clergy or church workers, the 71st General Convention respectfully urges the Church Pension Fund to consider and develop a significant response to assist those who have been harmed while mindful of its fiduciary responsibility; to consult with the Office of Pastoral Development and Committee on Sexual Exploitation; and to report its findings to the Executive Council in 1995.
