Resolved, That this 71st General Convention express its deep concern for the present situation faced by the people of Haiti; and be it further

Resolved, That this General Convention request the Presiding Bishop to urge the President of the United States, the Secretary of State, the Secretary General of the Organization of American States, and the Secretary General of the United Nations to do all that is possible:

  1. to remove the embargo against Haiti because of its effect on the poor;
  2. to bring about a negotiated solution to the Haitian situation.

Resolved, the House of Deputies concurring, That this 71st General Convention express its deep concern for the present situation faced by the people of Haiti; and be it further

Resolved, That this General Convention request the Presiding Bishop to urge the President of the United States, the Secretary of State, the Secretary General of the Organization of American States, and the Secretary General of the United Nations to do all that is possible:

  1. to remove the embargo against Haiti because of its effect on the poor;
  2. to bring about a negotiated solution to the Haitian situation, in compliance with the Governor's Island proposal.

Proposed Committee Amendment:

In item b) after the words "Haitian situation" delete the remainder of the sentence.

Deputy Rushing of Massachusetts moved to re-refer D125a to the Executive Council because of the complicated Haitian situation.

The question was called to terminate debate on the Rushing motion to re-refer D125a and on the main motion.

A vote was taken on the Rushing motion to re-refer D125a to the Executive Council.
