Resolved, That the effects of "welfare reform," especially as they have impact on the lives of women and children, be a priority in diocesan mission outreach planning and action, and be it further

Resolved, That dioceses and congregations be encouraged to collaborate with state and local government, the private sector and non-profit groups to address the negative effects of welfare reform, and be it further

Resolved, That dioceses enter into dialogue with members of their state legislatures on behalf of responsible welfare reform which would aid poor people, rather than penalize them, and be it further

Resolved, That the Office of Government Relations urge members of Congress to be responsible for the passage of welfare reform legislation which would aid poor people including legal immigrants, rather than penalize them and to increase funding for welfare programs.

Resolved, the House of Bishops concurring, That the effects of "welfare reform" on the lives of women and children be a priority in diocesan mission outreach planning and action, and be it further

Resolved, That dioceses enter into dialogue with members of their state legislatures on behalf of responsible welfare reform which would aid poor people rather than penalize them, and be it further

Resolved, That the Washington Office urge members of Congress to change the priorities which decrease spending for welfare programs and increase it for the military.

Proposed Committee Amendment:

In the first Resolved clause, line 1, after "welfare reform" add "especially as it impacts."

Between the first and second Resolved clauses, add:

"Resolved, That dioceses and congregations be encouraged to collaborate with state and local government, the private sector and non-profit groups to address the negative effects of welfare reform, and be it further."

Delete the last Resolved clause and add:

"Resolved, That the Office of Government Relations urge members of Congress to be responsible for the passage of welfare reform legislation which would aid poor people rather than penalize them and to increase funding for welfare programs."

Deputy Tillotson of Connecticut moved an amendment to the committee amendment.

In the first Resolved clause of the committee amendment, line 1, of the amendment, delete "it impacts" and add "they have impact."
