Resolved, That the Executive Council adopt the following rules for the election of an Episcopal Delegate to the Anglican Consultative Council:

  1. Biographical data on those persons placed in nomination will be delivered to each member of Council and those persons will be placed in nomination by the Committee immediately after adoption of these rules.
  2. Nominations from the floor may be made at the Plenary Session Tuesday morning at 10:45 a.m. Nominators will place individuals in nomination by name and title only, and shall be responsible for getting, in advance of nomination, permission of each person nominated, and shall be responsible for providing biographical data to Council members prior to balloting.
  3. The Secretary will prepare a printed ballot. The Secretary and his designees will be the tellers for the election.
  4. The first ballot shall be at 2:00 p.m. on the afternoon of Tuesday, February 25, 1992.
  5. The election will be a continuing special order of business and reports of the tellers shall take precedence over any Council business.
  6. After the second ballot, the slate of nominees will be reduced by one half by eliminating those whose vote total places them in the lower half of the voting results.
  7. After the fourth ballot, in the event there is no election, the ballot shall be reduced to twice the number remaining to be elected by retaining on the ballot those receiving the two highest vote totals.
  8. The bishop who receives the second highest vote total shall be automatically named the alternate representative.
  9. These rules may be amended by the majority vote of those Council members present and voting, and a majority of votes of those present and voting will be required for election.
