Resolved, That the Executive Council, meeting in Louisville, KY, June 13-16, 2005, calls upon the United States and the international community to intensify its response to the ongoing humanitarian tragedy in the Darfur region of western Sudan.

Resolved, That the Council reaffirms its resolution on Darfur of June 2004 but recognizes that the continued escalation of violence in Darfur requires additional international responses.

Resolved, That the Council calls upon the United Nations Security Council to pass a resolution authorizing a significant expansion in the size of the African Union security force in Darfur and broadening the force’s mandate to include enhanced civilian protection.

Resolved, That the Council urges the world community to authorize if necessary an international intervention in Darfur that includes troops from outside Africa as well as within, and operates under a mandate to: (1) enforce the ceasefire; (2) effect the security and resettlement of internally displaced persons and the reconstruction of their homes and infrastructures; and (3) facilitate a stable environment in which a meaningful peace process can move forward.

Resolved, That the Council endorses the prosecution of the perpetrators of Darfur’s tragedies at the International Criminal Court in The Hague, and urges all nations, including the United States, to actively support those proceedings.

Resolved, That the Council urges the UN’s Sanctions Committee to carry out its mission in accordance with the March 29, 2005 mandate of the Security Council and immediately begin enforcing a meaningful arms embargo and no-fly zone in Darfur, as well as targeted economic sanctions and assets freezes against culpable individuals.

Resolved, That the Council calls upon the U.S. and the international community to help cultivate a meaningful peace process in Darfur through high-level negotiations.

Resolved, That the Council recognizes that effective implementation of the January 9 peace accords in southern Sudan is a critical component of resolving the Darfur Crisis, and urges the U.S. and the international community to intensify engagement in implementation of southern peace accords with a particular emphasis on: (1) support for the UN-mandated peacekeeping mission (UNMIS) into southern Sudan; (2) resolution to the question of how oil revenues will be shared under the peace accords; (3) support for security-sector reforms; and (4) the spread of democratic ideals, including a new constitution.

Resolved, That the Council expresses thanksgiving for the work of the Episcopal Church of Sudan as an agent for peace in its country; restates the commitment of The Episcopal Church, USA at all levels to support its brothers and sisters in the ECS; and calls upon the entire Church, dioceses, parishes, and individuals to provide mission support and fellowship to the ECS through continued contributions of human and financial resources through DFMS or ERD, travel to ECS dioceses, and continuing prayer in the Name of the Prince of Peace for the ECS’s mission in building peace and propagating God’s work of reconciliation on earth.
