The Rt. Rev. Paul Moore, Jr., Bishop-coadjutor of the Diocese of New York, is shown during peace manifestation in Saigon, South Vietnam. He was a member of a ten-person delegation of the Fellowship of Reconciliation which visited South Vietnam in July. The peace manifestation, participated in by members of the FOR delegation and South Vietnamese students and others, was dispersed by Saigon police who used tear gas. Bishop Moore said that many South Vietnamese believe that one of the first steps toward peace in Vietnam should be the formation of a provisional government which would not include either the far right of the Thieu-Ky regime or the leftist National Liberation Front, but which would be acceptable to both.
