OSCAR C. CARR, JR., Clarksdale, Miss., who has been appointed Vice President of the Executive Council for Development by the Rt. Rev. John E. Hines, Presiding Bishop. In the newly created position Mr. Carr will prepare a program to develop the human and financial resources of the Episcopal Church to strengthen her mission. Mr. Carr, a cotton producer and businessman, will assume his post September 1, 1971.
