Newest immigrant in Martinsburg, W.Va., is Cambodian refugee Sokpheap Huor, age 4, who arrived June 17 with five brothers and sisters and her parents, relocated through the Presiding Bishop's Fund for World Relief and Church World Service. The child's father had been employed as an electrician in the Pnom Penh American Embassy.
