Sioux Indian Elected to Executive Council

GREENWICH, CONN. -- An American Indian, Vine V. Deloria, Jr., was elected to serve out the unexpired term of Walker Taylor, Jr. at the May meeting of the Executive Council. Mr. Taylor resigned from the Council and will head the unit for Services to Dioceses, after having served as executive officer of the Mutual Responsibility Commission.

Mr. Deloria, a Standing Rock Sioux, is former executive director of the National Congress of American Indians and, while now studying law, continues as a consultant on program to the Congress. He is 34.

A number of key staff appointments were also announced during the Council meeting.

Paul Tate, former associate director of the Overseas Department, will serve as Associate Deputy for Overseas Relations. The Rt. Rev. J. Brooke Mosley, newly-appointed Deputy for Overseas Relations, will not be able to assume this position until the Fall, and Mr. Tate will serve in his stead until that time.

The Rev. Robert C. Martin, Jr., former Associate Director of the Department of Christian Education, will be Associate Director for Program in the unit for Experimental and Specialized Services.

The Rev. Robert N. Rodenmayer will be Associate Director for Program in the Unit for Professional Leadership Development. He was formerly head of the Division of Christian Ministries in the Home Department.

Serving with the Rev. Mr. Rodenmayer, will be Mrs. Mildred Buckley, who will be Associate Director for Administration in this unit. Mrs. Buckley was formerly office manager for the Home Department.

Walker Taylor, Director of the Unit for Service to Dioceses, will be aided by three Associate Directors, the Rev. G. H. Jack Woodard, former head of the Joint Urban Program, Mrs. David R. Hunter, former Director of the Department of Christian Education, and Miss Olive Mae Mullica, former Associate Secretary in the General Division of Women's Work.

Mr. Taylor will also be assisted by Miss Frances Young, former Director of the General Division of Women's Work. Miss Young will serve as the principal executive for aiding Executive Council in the integration of women's work into the total program of the Church. The former General Division of Women's Work will be a continuing committee of the Council to be known as the Committee for Women.

At the same time, several resignations were announced. The Rev. Philip T. Zabriskie, who served as Associate Director of the Home Department, will leave the Council to spend an extended period in full-time study. The Rev. Arthur E. Walmsley, the former Associate Director of the Department of Christian Social Relations, has resigned, effective Sept. 15, to serve at Grace Church, Amherst, Mass., for one year. Until September he will serve as Associate Director for Program in the unit for Experimental and Specialized Services.

The Rev. Daisuke Kitagawa, who has headed the Episcopal Church's ministry in higher education, will be leaving to assume a position on the central staff of the World Council of Churches, Geneva, Switzerland as of Oct. 1. He will be in the Division of World Mission and Evangelism, in charge of urban and industrial mission. The Rev. Donald E. Bitsberger, who has headed the Division of Personnel in the Overseas Department, has also resigned to accept a call as rector of the Church of the Redeemer, Chestnut Hill in the Diocese of Massachusetts.
