II. APPOINTMENTS

A. The firm of Davies, Hardy, Ives and Lawther as Counsel for the Domestic and Foreign Missionary Society.

III. FINANCE/DEVELOPMENT

A. Appropriated $8,100 from the sale and/or rental of property in Greenwich, Connecticut to pay the Episcopal Church share to the General Commission on Chaplains and the Armed Forces.

B. Approved use of $393,262.94 in 1973 lapsed balances for the 1974 budget.

C. Approved initial plans for a study of feasibility of a financial campaign in 1975.

D. Approved a retirement allowance for Mr. William Flemming retroactive to March 1, 1973.

E. Approved the sale of the property at 10 Edwards Place, Old Greenwich, Connecticut.

TV. COMPANION DIOCESES

A. Approved Companion Diocese Relationships between:

1. Iowa and the Central Philippines

2. Easton and Antigua (extended)

V. JOINT COMMISSION ON THE CHURCH IN SMALL COMMUNITIES

A. Commended the General Convention on establishing the Commission and requested the Program Group on Jurisdictions to advise the Council on progress.

VI. PROJECT EQUALITY

A. Approved participation in Project Equality and appropriated $5,000 for that purpose.

VII. INTERNATIONAL DEVELOPMENT AID

A. Adopted a resolution supporting the request of the Administration for $1.5 billion for the enlarged development pool of the World Bank.

XI. COMMITTEE ON OBSERVANCE OF BICENTENNIAL

A. By resolution directed that income from the Gallaher Fund be reserved for the program of the Committee through 1977, subject to specific approval by the Executive Council.

XII. EDUCATION

A. The Program Group on Education was requested to reconsider its decision not to participate in the Joint Educational Development series of Curriculum Systems.

XIII. PERSONAL

A. Directed the Secretary to express to Judge Byrns the concern of the Council on his illness.

B. Requested Mr. Kimsey to write Bishop Campbell, who has resigned from the Council, a letter of thanks.

C. Adopted a resolution of thanksgiving for the ministry of Bishop Bayne and grief at his death.

D. Adopted a resolution of thanks to Bishop Blanchard and hopes for a fulfilling retirement.

E. Adopted a resolution of thanks to Bishop Allin for his service on the Executive Council and of support as he enters into the office of Presiding Bishop.

F. Adopted a resolution of great thanksgiving for the strong exercise of the office of Presiding Bishop by John Hines and wishing him Godspeed in his retirement.
