Executive Officer of General Convention Named

GREENWICH, Conn. -- The Right Reverend Scott Field Bailey, Suffragan Bishop of the Diocese of Texas, will serve as interim Executive Officer of the General Convention of the Episcopal Church beginning February 1, 1974, it was announced here at the meeting of the Executive Council on February 5. The appointment was made jointly by the Presiding Bishop, the Rt. Rev. John E. Hines, and the President of the House of Deputies, the Rev. John B. Coburn of New York City.

This action was taken in accordance with the action of the General Convention at Louisville which also stated that this office "shall include the functions of the Secretary and the Treasurer of the General Convention, those of the Manager of the General Convention, and those of Personnel Co-ordinator and Liaison Officer for the Joint Committees, Joint Commissions, Boards and Agencies funded by the General Convention Expense Budget. "

The Executive Officer will have general responsibility for overseeing the work of the Secretary-Treasurer of the General Convention, the Rev. Canon Charles M. Guilbert, and of the Manager, Bob N. Wallace of Louisville, Kentucky and in addition will be the representative of the Presidents of the two Houses at meetings of the Joint Committees, Joint Commissions, Boards and Agencies established by the General Convention. He will serve under the two Presidents to co-ordinate the various programs of the Joint Committees and Commissions, to relate them to the ongoing work of the Executive Council, and to help prepare for the General Convention of 1976 to be held in Minneapolis, Minnesota.

Bishop Hines and Dr. Coburn pointed out that the establishment of an Executive Office of the General Convention -- originally at Houston in 1970 and re-affirmed at Louisville in 1973 -- reflected the need for cohesion amongst the various elements in the Church which prepare for each triennial Convention. With the increased emphasis upon the correlation of the work of the Joint Committees and Commissions and Agencies of the Church and the desirability of establishing a continuing relationship with the Executive Council it has become clear that one Executive Officer with overall responsibility will fill the important role of co-ordinator and initiator.

During the time he serves as interim Executive Officer of General Convention Bishop Bailey will continue his other duties, including those as Suffragan Bishop of Texas and Secretary of the House of Bishops.
