New Hampshire First to Support Income Development Program

NEW YORK, N.Y. -- The first response to the Income Development Program which was adopted by the Executive Council of the Episcopal Church on February 19, has come from the Diocese of New Hampshire, according to Dr. Oscar C. Carr, Executive for Development.

Bishop Philip A. Smith of New Hampshire has indicated that his diocese will give an additional $5,000 beyond the $62,478 pledge they have already made toward the $15.1 million national program budget for 1975.

Bishop Smith, who is a member of the Executive Council, has designated the $5,000 pledge for the Province of Tanzania, thus releasing that amount in the $13.9 million budget for non-budgeted items in the total program.

Bishop Smith said that Tanzania was selected because of his past relationship to the Province as a teacher of English in a seminary there. He was very much impressed with the work which was being done by three bishops in the Province -- Bishop Yohana Madinda of Central Tanganyika, Bishop G. Chitemo of Morogoro, and Bishop Musa Kahurananga of Western Tanganyika -- who were in his class.

He said that he feels the continent of Africa is "the cutting edge of the life of the Church. "

Bishop Smith said that he hopes that the money his pledge releases can be used for support of the three black colleges of the Episcopal Church.

The trustees of the Diocese of New Hampshire unanimously approved Bishop Smith's recommendation of the Province of Tanzania as the recipient of the gift.

Bishop John M. Krumm of the Diocese of Southern Ohio has indicated that his diocese will give "at least $40,000 " toward the $1.2 million Income Development Program, and Bishop George M. Murray of the Diocese of Central Gulf Coast has indicated his desire to participate in the program. Neither diocese has indicated specific projects in the list of opportunities which they desire to support.

The Income Development Program is a process for securing $1.2 million over and above the $13.9 million balanced budget which was mandated by the General Convention in 1973. Individuals, parishes, dioceses, provinces and foundations now have the opportunity to support specific projects which the Council could not include in the $13.9 million program.

With the support of Presiding Bishop John M. Allin, the development committee and the staff development office presented the Income Development Program to the Council which approved it in mid-February.

In support of the program, Bishop Allin said, "By coordinated efforts, I believe we can develop and gather resources not acquired through our Every-Member-Canvass and Diocesan Apportionment System. "

Dr. Carr said, "A 10-minute cassette tape with an advance report on the Income Development Program has been mailed to the bishops of the Church. The Church will hear more about this program as we seek to implement what was set in motion at the February meeting of the Executive Council."
