Bishop's Assistant Tapped as Suffragan

CHARLESTON, W. Va. (DPS, Feb. 28) -- The Rev. William Franklin Carr, assistant to the bishop of West Virginia, has been elected as the first suffragan bishop of that diocese.

Carr was elected Feb. 16 at a special session of the diocesan convention held at Saint Mark's Episcopal Church, St. Albans, W. Va.

The Virginia Theological Seminary graduate has served in the diocese as rector of St. John's Church, Huntington; vicar, St. Barnabas Church, Bridgeport; vicar of Brooke Parish, Follansbee and Colliers. He is a native of Virginia and a graduate of East Tennessee State University. Before entering the ordained ministry, he taught for two years and was in business for five.

Upon his consecration, which is tentatively scheduled for June 1 in Wheeling, Carr will continue to assist diocesan Bishop Robert P. Atkinson in the congregational life of the diocese with direct oversight of Episcopal missions.

He will continue to serve as a consultant and liaison with the Department of Mission and Ministry with major areas of responsibility to include: mission development, Emmaus Chapels, Partners in Mission, assist the Bishop with the Commission 2000, Grants in Aid and development of Deacon in Training programs, vice-chairman of the Commission on Ministry, Ecumenical Relations, Clergy Deployment, Resource person with the Commission on Lay Ministry.

Carr is married to Lena Mae (Herman) and they are the parents of four children; Frank, Jr.; Christy; Sarah and Josh.
