Miscellaneous Action of Executive Council

GREENWICH, Conn. -- The Executive Council of the Episcopal Church, meeting here September 28-30, ---

* designated that $15,000 be appropriated from the Julia A. Gallaher Fund as a grant from the Episcopal Church to the United Ministries in Public Education, whose chief purpose is to work through judicatories in the participating churches to mount an educational program which will assist Churchmen in congregations, acting as Christian citizens, to work locally on behalf of the public school system.

* designated the legacy recently received from the estate of the late Carrie E. A. Putnam to guarantee the funding of the educational development programs of the Episcopal Church carried out through the agency of Joint Educational Development from January 1, 1972 through December 31, 1975, with the understanding that the income and appropriation each year will be reflected in the annual budget.

* received a progress report on Jurisdictional Linkages from the Program Advisory Group on Relations to Jurisdictions (Domestic).

* heard that Mrs. J. Brooks Robinson, Great Falls, Mont., has been elected to the Executive Council from Province VI, replacing the Rt. Rev. Russell T. Rauscher of Nebraska, who resigned.

* recognized the faithful service of two members of the Executive Council staff: Dr. Lindley M. Franklin, Jr., Treasurer (25 years) and Matthew Costigan, Assistant Treasurer (30 years).

* agreed that consideration of the definition of empowerment is the responsibility of the Program Advisory Group on Empowerment, even though the administrative placement of the National Committee on Indian Work and the National Commission for Hispanic Affairs is in Jurisdictional Relations.

* approved plans for implementing the General Convention resolution regarding local involvement in the General Convention Special Program (GCSP).

* approved a resolution requesting the Presiding Bishop or his appropriate representative to attend an interfaith conference on the situation in Southeast Asia as the war approaches an end, and on the Church's role, in Kansas City, Mo., January 13-16, 1972, under the auspices of the National Council of Churches, and that attendance of other Episcopalians be solicited and that approval be given to signing of the call to this conference by the Rev. Everett Francis.

* established a Companion Diocese relationship between the Dioceses of Texas and Lake Malawi, to be in effect until September, 1974, unless terminated sooner by mutual consent.

* elected the Rt. Rev. Roger W. Blanchard to succeed the Rt. Rev. Stephen Bayne to the General Board of the National Council of Churches.

* confirmed the election of the Rev. Gerald McAllister to replace James Wyckoff on the General Board of the National Council of Churches.

* received the report of the Screening and Review Committee which —

- indicated a decision to withdraw further funding of the Black Awareness Coordinating Committee, Denmark, S.C.

- announced funding of:

* Cooperative Agricola del Pueblo, Tierra Amarilla, N.Mex., $20, 000 and up to $8, 000 on a 1 : 1 matching basis;

* California Migrant Ministries, Los Angeles, Calif., $10,000;

* White Eagle Community Development Association, Ponca City, Okla., $20, 000 and up to $5,000 on a 1 : 1 matching basis .

* elected to serve as representatives on the Anglican Council of North America and the Caribbean, for three years or until General Convention decides to elect representatives for the Episcopal Church, the following: the Rt. Rev. Stephen Bayne, the Rt. Rev. Francisco Reus-Froylan, Mrs. John Jackson, the Rev. Henry Mitchell, Dr. Bruce Merrifield, and Miss Barbara Belcher.
