Resolved, That the 68th General Convention request the State of the Church Committee to:

  1. Assess the material reported to the 68th General Convention and subsequent studies on the realistic demographics of the Church and its impact on the Church's polity and ministry.
  2. Make recommendations during the triennium to the Executive Council on the strategies and plans which will facilitate the potential for leadership and ministry in all people, especially those whose working conditions limit their involvement, and which will assure their inclusion in local, diocesan, provincial and national structures of the Church.
  3. Report to the 69th General Convention on the plans and strategies recommended.

Resolved, the House of Bishops concurring, That the 68th General Convention direct the Executive Council and Education for Mission and Ministry (EFMM) specifically to:

  1. Study the implications of the working class on our Church's policy and ministry;
  2. Provide materials to assist in the education of our clergy (both within and outside Seminary) for ministry within the working class;
  3. Study and provide for ways through which voices from the working class may be more clearly heard within our Church; and
  4. Make additional recommendations whereby our Church may become more open to and more effective with all classes and races within our society.
