Resolved, That the 69th General Convention ratify the division of the Episcopal Diocese of Central Philippines to form a new diocese which until it adopts an official name shall be referred to as the Diocese of Baguio and the continuing diocese to be known as the Episcopal Diocese of Central Philippines until it adopts an appropriate name; and be it further

Resolved, That the geographical boundaries of the two dioceses resulting from the division shall be as follows:

a. the continuing Episcopal Diocese of Central Philippines shall cover Metro Manila and the provinces of Bataan, Bulacan, Rizal, Laguna, Batangas, Cavite, Nueva Ecija, Oriental Mindoro and other provinces in which it may intend to expand its mission work but not those provinces in which work is being done by another Episcopal diocese;

b. the new Diocese of Baguio shall cover Metro Baguio and the provinces of Benguet, La Union, Pangasinan, Nueva Vizcaya, Tarlac, Zambales, Pampanga, and other provinces in which there is no work by another Episcopal diocese.

Whereas, the Episcopal Diocese of Central Philippines has a total number of baptized members of 28,529, nine (9) parishes, five (5) aided parishes, twenty nine (29) organized missions, forty one (41) active clergy, one (1) bishop and has work in the provinces of La Union, Benguet, Nueva Vizcaya, Pangasinan, Nueva Ecija, Zambales, Metro Manila, Rizal, Batangas, Bataan, Pampanga, Cavite, Laguna, Oriental Mindoro and Marinduque as of 31 December 1985; and

Whereas, the Episcopal Diocese of Central Philippines expresses its desire to divide for the following reasons:

a. for growth and maturity;

b. for better pastoral oversight and management;

i. for faster decision making

ii. for more present pastoral care

c. for speedier expansion of mission;

d. to better enhance and engage the best gifts of everyone for mission;

e. for more mobility;

f. for more concentration of resources;

g. for graduation from the concept of mission in terms of chaplaincy to ethnic minorities to a wider missionary horizon including Tagalogs, Bicolanos and other Filipinos;

h. for better recruitment and other programs for ministry; and

Whereas, the idea of dividing the diocese was presented as early as 1980 (Res. #8) and was followed up by resolutions in 1985 citing the reasons for division as "for more effective administration, supervision and for better stewardship and self-reliance" and is envisioned in the autonomy planning for the projected Province of the Philippine Episcopal Church; and

Whereas, the Bishop of the Episcopal Diocese of Central Philippines, in his Convention address on the 14th diocesan convention held at Brent School from 13 to 16 February 1986 charged Convention "to authorize the Bishop to appoint a committee to lay the groundwork for such a division and the result of its work to be presented for approval by duly authorized Church bodies"; and

Whereas, the Committee appointed has conducted its study and has concluded that the division of the diocese is viable to both the old and new dioceses; and

Whereas, the proposed continuing diocese and the proposed new diocese fulfill the canonical provisions of General Convention and the requirements of the Anglican Consultative Council; therefore be it

Resolved, the House of Deputies concurring, That the 69th General Convention ratify the division of the Episcopal Diocese of Central Philippines to form a new diocese which until it adopts an official name shall be referred to as the Diocese of Baguio and the continuing diocese to be known as the Diocese of Manila until it adopts an appropriate name; and be it further
