Resolved, That this 70th General Convention of the Episcopal Church direct the Executive Council, as part of its long range planning process, and in consultation with the various dioceses and provinces, to:

  1. identify all programs and activities of the Church that can be planned, staffed, funded and carried out at the local, diocesan, or provincial level; and
  2. submit to the 71st General Convention a plan, whereby the planning, staffing, funding and execution of all such programs and activities will be transferred to such constituencies;

and be it further

Resolved, That the Joint Standing Committee on Program, Budget and Finance be directed to cooperate and assist in the development of such plan.

Resolved, the House of Bishops concurring, That this 70th General Convention of the Episcopal Church direct the Executive Council, with the assistance of such dioceses and provinces as may wish to participate, to:

  1. identify all programs and activities of the Church that can be planned, staffed, funded and carried out at the diocesan, local or provincial level; and
  2. submit to the 71st General Convention a plan, including a program for its rigorous implementation, whereby the planning, staffing, funding and execution of all such programs and activities will be transferred to such constituencies, thereby minimizing the involvement of the national Church and its staff therein; and be it further

Resolved, That the Joint Standing Committee on Program, Budget and Finance be directed to cooperate and assist in such goals and efforts by providing a plan to systematically reduce the funding required by the national Church, including the reduction of staff and location expenses of the Episcopal Church Center, to the end that, both proportionately and absolutely, more of the Church's financial resources will remain at the local, diocesan and provincial levels and available for their ministry.

Abstract:   The 70th General Convention directs that the Executive Council identify activities that can be carried out at local, diocesan or provincial levels and directs the Joint Standing Committee on Program, Budget and Finance to assist in developing such a plan.
