Original Text of Resolution:

(A040)

Resolved, the House of Bishops concurring, That the 71st General Convention express its hope and desire that the provinces, dioceses, and local congregations continue and increase their support of those programmatic functions and activities which can be more effectively carried out at provincial, diocesan, and local levels, and which will receive reduced national budgetary support in the next triennium.

Proposed Substitute:

Resolved, That the House of Bishops concurring, That the 71st General Convention express its hope and desire that the provinces, dioceses, and local congregations, in envisioning a new way of responding to God's call for the mission of the church continue and increase their support of those programmatic functions and activities which can be more effectively carried out at provincial, diocesan, and local levels, so that beginning in the next triennium they: take the initiative in identifying and drawing together the programs and resources required for the mission and ministries in which they are engaged, and continue the development of networks and partnerships to enable local congregations and dioceses to share their programs, ideas, resources and personnel with each other, and review, but not be bound by, provincial configurations; and be it further

Resolved, That this 71st General Convention encourage the Presiding Bishop's Staff to: increase emphasis on utilizing resources in support of local, diocesan and provincial programs, and adjust budgets to recognize the need for more resources to remain at these local, diocesan and provincial levels.

Deputy Andress of Western Louisiana moved an amendment to the substitute for resolution A040.

Proposed Amendment:

Delete the word "more" between the words "can be" and "effectively" in line 5.
