(B030)
Resolved, the House of Bishops concurring, That this 72nd General Convention call upon the Presiding Bishop to select the needed number of bishops (active or retired) who are unable to accept the ordination of women to the priesthood and episcopacy to serve as Provincial Episcopal Vicars for the Presiding Bishop and the House of Bishops to provide pastoral and sacramental ministry to congregations unable to accept such ministry from their diocesan bishop; and be it further
Resolved, That a congregation may by a 2/3 vote of the Vestry and the concurrence of the Rector request such pastoral and sacramental ministry, while the juridical rights of the diocese are preserved, and be it further
Resolved, That should the diocese refuse permission for such ministry, the Vestry and priest may appeal to a committee of bishops (appointed by the Presiding Bishop and including equally those on both sides of the issue) and that such committee may intervene to authorize this complementary ministry in the name of the House of Bishops, and be it further
Resolved, That any such petition must be reviewed after the original priest has been replaced and in any case after the passage of five years, and be it further
Resolved, That the expenses of such pastoral and sacramental ministry be met by the diocese but that any honorarium be the responsibility of the congregation.
The Committee on Ministry presented its Report #14 on Resolution B030 (Provincial Episcopal Vicars), moved the resolution, and recommended rejection.
