Resolved, That the 77th General Convention of The Episcopal Church instruct the Office of Government Relations to urge the United States Congress to support a bipartisan United States Commission on Criminal Justice to inquire into our present flawed system of incarceration and seek alternatives that would be effective, humane, and financially prudent; and be it further

Resolved, That this Convention encourage Bishops and Deputies to transmit this resolution to their Senators and Representatives from their own states and districts, and urge their support for a bipartisan United States Commission on Criminal Justice.

Resolved, the House of Bishops concurring, That the 77th General Convention of The Episcopal Church instruct our Washington Office to request the United States Senate and the United States House of Representatives to support a bi-partisan United States Commission on Criminal Justice to examine whether the American prison system is in any way effective and ethical given the four-fold increase in prisoners in the last 30 years together with the deplorable re-incarceration rate, and for this Commission to determine whether there are financially prudent alternatives which would limit the costs of incarceration and supervision while helping those convicted of crimes to return to productive lives as citizens; and be it further

Resolved, That this Convention encourage its deputies to transmit this resolution to the United States Senators and the United States Representatives from their own states and districts, and to their state legislators, and urge their support for a bi-partisan United States Commission on Criminal Justice as swiftly as possible.
