Resolved, That the 79th General Convention of The Episcopal Church affirms full inclusion of all members of The Episcopal Church to be an important focus of the work of this Church and our General Convention; and be it further
Resolved, That our commitment to full inclusion be reflected in our policies and in our allocation of the financial resources of our Church; and be it further
Resolved, That the Presiding Officers appoint a Task Force, to be known as the Task Force on Full Inclusion and comprised of members of the Executive Council and others, to examine those areas of our life together as a church, especially in the Diocesan delegations to General Convention which are consistently less than four clerical and lay Deputies as permitted by the Canons, where full inclusion is still only a goal, not a reality, especially for the people and Dioceses of Province IX, and to make appropriate recommendations for action by the General Convention; and be it further
Resolved, That the Task Force on Full Inclusion shall present its report to the 80th General Convention.

Resolved, the House of Bishops concurring, That the 79th General Convention of The Episcopal Church affirms full inclusion of all members of The Episcopal Church to be an important focus of the work of this Church and our General Convention; and be it further

The House of Bishops Committee on Governance and Structure presented its presented its Report #4 on HD Message #37 on Resolution C056 and moved concurrence with referral to an interim body.
The Bishop of Milwaukee moved adoption of Floor Amendment 0077, which changes the term "Presiding Officers" to "Presiding Bishop and President of the House of Deputies" in the third resolve.

Notes: | According to the Journal editor's note, "The House of Bishops voted to refer resolution C056 as amended, but as that was not an available action in the rules of order the resolution was instead marked as a concurrence with referral to an interim body. The House of Bishops’ amendment was never concurred by the House of Deputies, however." As the rule disallowing amendments on actions to concur for a referral to interim body could not be identified, the resolution stands in the Acts of Convention as not concurred. No evidence is available on the certification committee's decision in this matter. |
