Text:

Resolved, That the Executive Council, meeting in New Orleans, January, 17-21, 2000, reaffirm the program of Jubilee Ministries and reinstate the Jubilee Ministry Committee; and be it further

Resolved, That the Committee shall be an advisory committee charged with engaging the Church in the needs and issues of poverty and oppression among congregations and dioceses; and be it further

Resolved, That the responsibilities of the Jubilee Ministry Committee shall include:

  1. Serving as a council of advice to the national Jubilee Officer;
  2. Working with the Jubilee Ministry Office on such matters as training, education and program development;
  3. Conveying the message of Jubilee Ministry to the Church at large;
  4. Supporting and strengthening all current Jubilee Ministry Centers;
  5. Promoting, assisting, and committing to the development of Jubilee Ministry Centers at all levels of the Episcopal Church;
  6. Advocating for matters concerning Jubilee Ministry Centers of the Episcopal Church nationally and internationally;
  7. Developing the economic means necessary for providing grants for Jubilee Ministry Centers;
  8. Developing proactive ways of challenging the Bishops of every Diocese to promote Jubilee Ministry Centers in their respective Dioceses;
  9. Producing the Blue Book report on Jubilee Ministry in conjunction with the National Jubilee Officer for inclusion with Executive Council's Blue Book report; and be it further

Resolved, That the Committee shall consist of nine members, including the chair, to be appointed by the Presiding Bishop. At least one member of the Committee shall be a member of the Executive Council and act as liaison between the Committee and the Executive Council, at least one member of the Committee shall be a member of the House of Bishops, and at least three members of the Committee shall be Diocesan Jubilee Officers. Four other members may be Jubilee Center Directors or persons actively involved in Jubilee Ministry. The Presiding Bishop is encouraged to appoint persons who are broadly representative of the Church with respect to orders, geographical location and Province, age, sex, ethnic background and experience. Each member of the Committee shall be appointed for a three-year term and no member shall serve more than two consecutive partial or full terms. Initial terms of Committee members shall be appropriately staggered. The Committee shall meet at least once annually; and be it further

Resolved, That the Committee shall regularly report to the Executive Council through the Standing Committee on International and National Concerns or its successor.
