Resolved, That the Executive Council, meeting in Des Moines, IA, January 9-12, 2006, authorizes the creation of the Episcopal Church Diocesan Emergency Fund (ECDEF); and be it further Resolved, That the purpose of ECDEF will be to assist in providing operating funds, including salaries and insurance, to dioceses in emergency situations in which the normal funding mechanisms of the diocese are disrupted; and be it further Resolved, That the Office of the Presiding Bishop is authorized to establish procedures for the raising and distribution of ECDEF, which distribution could be in the form of loans and/or grants; and be it further Resolved, That the Office of the Presiding Bishop explore ways to obtain funding and/or expertise for ECDEF from, among others, the Church Pension Group, the Episcopal Church Foundation, Episcopal Relief and Development, dioceses, parishes and individuals. |
