Resolved, That the Executive Council authorize the following actions as the next step in its process of (1) creating a central and primary print communication for the Church; (2) of re-designing the present The Episcopalian publication so it can meet that need adequately and (3) of providing a print communication that will reach and be read in every Episcopal home in the Church:

  1. That the Executive for Communication at the Episcopal Church Center engage a professional consultant to work with The Episcopalian board and its management, the Episcopal Church Center staff and the subcommittee on Communication to re-design the format of The Episcopalian;
  2. That a mock-up of such potential design be available for presentation to the Executive Council meeting in June 1989;
  3. That the cost of such consultation and production be distributed through the existing communications items in the present national budget in a manner to be determined by the Presiding Bishop and his staff; and be it further

Resolved, That this Executive Council authorize the Executive for Communication and the subcommittee on Communications, with professional consulting help, to develop and present for action in June, 1989, a plan describing the necessary human and mechanical logistics for bringing The Episcopalian into the Episcopal Church Center, this plan to include:

  1. The estimated financial cost of such a move;
  2. A determination of both the capital needs and the operating budget required to establish The Episcopalian adequately in the Church Center;
  3. The composition and responsibilities of a governing board for the new publication;
  4. A proposal for editorial leadership and supervision including both the accountability and freedom of the editors; and
  5. Concrete plans for both internal communication and wider external Diocesan involvement; and be it further

Resolved, That the plan would at all times take into account the human cost of implementation in terms of human dislocation and would be devised to minimize this cost as much as possible; and be it further

Resolved, That this Executive Council request that the Presiding Bishop place a moratorium on the publication of Episcopal Church Center periodicals for one year effective June 1989, taking into account the nature of the specialized ministries affected and the effects of the implementation of this policy on those ministries, and that while existing contracts for writing and printing be honored, no new contracts for printing be entered into by staff and/or their respective departments as of March 1, 1989, and that in the moratorium year staff use The Episcopalian as their vehicle of print communication throughout the Church; and be it further

Resolved, That this Executive Council express appreciation to the Rt. Rev. Gerald McAllister, Chairman of the Board of The Episcopalian, his fellow board members and staff for their cooperation, encouragement and support to effectively accomplish this significant contribution to the life of our Church.
