Resolved, That the Executive Council opposes that portion of the fiscal 1993 federal budget plan which would require churches, conventions and associations of churches to file with the Internal Revenue Service annual information returns reporting charitable contributions in excess of $500 from any one donor by name, address and social security number during the preceding calendar year. This requirement imposes an onerous administrative burden on churches, many of which have neither the staff nor the equipment necessary for compliance. It also imposes a governmental enforcement function on churches contrary to the principle of separation of church and state; and be it further Resolved, That the Treasurer send copies of this resolution to the members of the Senate and House Ways and Means Committees, to the Washington Office of the Episcopal Church for distribution to Episcopal members of Congress, and to the domestic diocesan bishops and diocesan treasurers of the Episcopal Church. |
