Resolved, That this Executive Council welcome and endorse the action of the United Nations Security Council in condemning the apartheid policies of the Republic of South Africa, especially the recent wave of arrests and detentions launched by the South African security forces; and be it further

Resolved, That it note with sorrow and dismay the abstention cast by the U.S. envoy in the 14-0 Council vote; and be it further

Resolved, That this Council call upon the President of the United States to review the so-called policy of "constructive engagement" with South Africa, which in many quarters portrays the United States as passively supportive of the racist regime in South Africa; and be it further

Resolved, That the Secretary send this Resolution to the President of the United States, the Secretary of State, and the Ambassador to the United Nations.
