Resolved, That all parishes, missions, and other ecclesiastical organizations or bodies subject to the authority of this Church, and any other societies, organizations, or bodies in the Church which under the regulations of the Church Pension Fund have elected or shall elect to come into the pension system, be encouraged to provide for all lay employees who work a minimum of 1,000 hours annually health and life insurance benefits that are comparable to those provided to active clergy in the jurisdiction; and be it further

Resolved, That all dioceses be encouraged to allow employees of parishes and other units under ecclesiastical authority to participate in diocesan health and life insurance benefit programs; and be it further

Resolved, That the Church Pension Fund and its subsidiaries be requested to conduct a study and make recommendations to the 71st General Convention concerning the implementation of a comprehensive employee benefits program for lay church employees.

Resolved, the House of Bishops concurring, That all units of the Episcopal Church under Ecclesiastical Authority in the United States provide for all lay employees Medical, Dental, and Life Insurance Benefits comparable to those provided active clergy in the jurisdiction.

Proposed Committee Substitute:

Resolved, the House of Bishops concurring, That all Parishes, Missions, and other ecclesiastical organizations or bodies subject to the authority of this Church, and any other societies, organizations, or bodies in the Church which under the regulations of The Church Pension Fund have elected or shall elect to come into the pension system be encouraged to provide for all lay employees who work 1,000 hours annually health and life insurance benefits that are comparable to those provided to active clergy in the jurisdiction; and be it further

The Chair of the Committee on The Church Pension Fund asked that Resolution D165 (Lay Pension Plan) be considered before the substitute for A137.

[The Committee on the Church Pension Fund then presented Resolution D165 which the House adopted with amendment.]

The House returned to consideration of the Committee Substitute for A137, to which the Wyrick amendment to D165 was also accepted by the Committee.

Proposed Amendment [to A137 and D165]:

In line [5], between the words "who work" and "1000 hours," insert the words "a minimum of" and delete the word "over" following the word "work [sic]."

The amendment was accepted by the committee.
